The Provincial Nominee Program (PNP) is a pathway to Canadian permanent residence. Canadian PNP program is a way through which the provinces of Canada (except Quebec) can select candidates who are interested in migrating to Canada in that particular province. Quebec has its own selection system for immigrants. The program through which the Quebec nominates immigrants is Quebec skilled worker program (QSWP). Thus, the provinces of Canada other than Quebec are allowed to nominate immigrants through the Provincial Nominee Program (PNP). These immigrants must be skilled educated and must have a work experience that can contribute to the economy of that province or territory, and must want to live there. Each province and territory of Canada except Quebec has its immigration programs to nominate certain groups and criteria for their own PNP. Each PNP has at least one immigration stream that is aligned with the federal Express Entry immigration selection system. Through these streams, the candidates who are selected in Express Entry are awarded an additional 600 Comprehensive Ranking System (CRS) points.

- Express Entry (Express Entry streams) process
If you are applying through the paper-based (non-Express Entry streams), then you must meet the following requirements:
- You must meet the minimum requirements of one of the province or territory’s non-Express Entry streams.
- You must be nominated under that stream.
If you are applying through the Express Entry (Express Entry streams) process, then you must meet the following requirements:
- You must meet the minimum requirements of a province or territory’s Express Entry PNP stream.
- You must be nominated under that stream.
- You must create an Express Entry profile and show that you meet the minimum criteria for Express Entry, including the requirements of one of the immigration programs it covers.
