In the process, the government of Canada launches express entry draw in which a minimum comprehensive ranking system (CRS) score is fixed as a cutoff. To qualify express entry program, a candidate needs to score more than the minimum comprehensive ranking system score that has been fixed by the Canadian government in every express entry draw.

In each express entry draw, Candidates scoring more than the minimum comprehensive ranking system score (CRS) are considered to be qualified for express entry programs and candidates scoring less than the minimum comprehensive ranking system score (CRS) are considered to be not qualified.
So if you want permanent residency in Canada, you need to qualify express entry first to proceed further. Based on their comprehensive ranking system score (CRS), ranks are given to each candidate in every express entry draw. After ranking, invitations to apply or ITAs are sent to candidates who qualified the express entry draw.
