In 2017, four Atlantic Provinces like Nova Scotia, New Brunswick, Newfoundland and Labrador and Prince Edward Island in coordination with the Federal government introduced the Atlantic immigration pilot program (AIPP). This three-year program helps Canadian employers to target foreign skilled workers in filling up vacant job positions in these Atlantic Provinces which have not been filled locally.
There are three sub-categories through which an individual can enroll in AIPP for getting PR status including,
Atlantic international graduate program: This program is for those candidates who have qualified graduation and got a job offer from the Canadian employer for the vacancy in the region in NOC 0, A or B for a year.
Atlantic high-skilled program: This program is for those candidates who have qualified high school education and got a job offer from a Canadian employer for the vacancy in the region in NOC 0, A, or B for a year.
Atlantic intermediate skilled program: This program is for those candidates who have qualified at least high school education and got a job offer from a Canadian employer for the vacancy in the region in NOC 0, A, or B for a year.
Benefits of the Atlantic immigration pilot program (AIPP):
- As compared to other economic categories like Federal Skilled Worker Class, the AIPP accepts applications having work experience in NOC skilled type C occupations.
- Language proficiency in either English or French is important for immigration to Canada and for that scorecard of language proficiency test is necessary. In the Federal skilled worker class, the minimum Canadian Language Benchmark (CLB) level is 7, which is quite high. However, the minimum CLB level for AIPP is 4, which is comparatively lower than many other immigration programs.

Eligibility for the Atlantic immigration pilot program (AIPP):
Atlantic international graduate program (AIGP):

- An applicant must have lived in any of the four Atlantic Provinces for a minimum period of 16 months in the two years before his/her degree, diploma or another educational credential is granted.
- He/she must be a regular student in any 2-year degree, diploma, certificate or other education credentials in a recognized institution in the Atlantic region.
- He/she must have received his/her education credential 24 months before the date on the application of Canadian PR visa.
- He/she must have a scorecard of any of the following language proficiency test to prove his/her command over either English or French language abilities, reading, writing, listening and speaking.
English · Canadian English Language Proficiency Index Program (CELPIP)- General test · International English Language Testing System (IELTS)- General training option
French · Test d’évaluation de français (TEF) · TCF Canada : Test de connaissance du français
Minimum CLB requirement for AIGP is CLB level 4; however, make sure that the scorecard must not be more than two years old
- He/she needs to show sufficient funds to support his/her family in Canada after immigration except in the case; he/she is living and working in Canada on a valid work permit.
- He/she must have a job offer for one-year full-time, non-seasonal, NOC listed 0, A, B or C job from the Canadian employer who has already been designated in AIPP. For that, confirmation of the designation of the employer from the province is necessary.
- Work experience is not required for AIGP
Atlantic high-skilled program (AHSP):
- An applicant must have either a Canadian secondary, post-secondary, degree, diploma, or certificate. However, if he/she has completed education from a university outside Canada, then ECA (Education Credential Assessment) report from a reputed organization is necessary
- He/she must have at least one year of work experience (1, 560 hours) in any NOC listed 0, A, or B occupations. Work experience acquired in self-employment, volunteering or unpaid internships doesn’t count.
- He/she must have a job offer for one-year full-time, non-seasonal, NOC listed 0, A, B or C job from the Canadian employer who has already been designated in AIPP. For that, confirmation of the designation of the employer from the province is necessary.
- He/she needs to show sufficient funds to support his/her family in Canada after immigration except in the case; he/she is living and working in Canada on a valid work permit.
Atlantic intermediate skilled program (AISP):
- An applicant must have either a Canadian secondary, post-secondary, degree, diploma, or certificate. However, if he/she has completed education from a university outside Canada, then ECA (Education Credential Assessment) report from a reputed organization is necessary

There are two different ways to qualify for intermediate-skilled worker program
Option 1: work experience at National Occupational Classification (NOC) skill level C like industrial butchers, long-haul truck drivers and food and beverage servers
Option 2: work experience as a registered nurse, registered psychiatric nurse, or licensed practical nurse. This work experience is countable only when an applicant has a job offer either for a nurse’s aide, orderly or patient services associate a home support worker
- He/she must have a scorecard of any of the following language proficiency test to prove his/her command over either English or French language abilities, reading, writing, listening and speaking.
