On December 19, 2019, the Federal government of Canada issued 3,200 invitations to Express Entry candidates to apply for Canadian permanent residence. After the draw, the total number of ITAs issued so far this year has reached 85,300. The total is just 4,500 ITAs short of the 89,800, issued in the previous year 2018.

Federal express entry program is one of the most popular immigration programs to manage the applications of skilled workers of different nationalities. It has three sub-categories which include Federal Skilled Worker Class, Federal Skilled Trades Class and Canadian Experience Class. It is a point-based immigration system which evaluates profiles on credentials like age, education, work experience and language proficiency. Moreover, the job offer is not mandatory for an applicant to become eligible for the Express entry system.

In the last draw held on December 11, 2019, the minimum cut-off was 472; however, in this draw, the minimum Comprehensive Ranking System (CRS) score for today’s draw dropped three points to 469 

Generally, draws occur every two weeks. The increase or decrease of a minimum cut-off depends on the time gap between two consecutive draws. On increasing the time-gap between the draws, the Express Entry pool receives more number of applications from higher-scoring candidates which ultimately leads to the higher cut-off score in the coming draws. The decrease in cut-off score in today’s draw may be credited to the fact only eight days elapsed between invitation rounds.

 “The lower minimum score in today’s draw is what usually happens when IRCC holds draws in quick succession,” said David Cohen, senior partner with the Campbell Cohen Canadian immigration law firm.

The tie-break used in today’s draw by IRCC was November 14, 2019, at 08:41:33 UTC. It means that all those candidates who received at least CRS score of 469 and entered their profile in the Express Entry pool before the tie-break date and time are eligible to receive an ITA through the draw.

This larger draw size reflects the higher admissions targets for both 2019 and 2020. So this is the right time to apply for PR through the Express entry system. If you want to consider your profile for Express Entry pool, you need to first check your eligibility. On being eligible, create your profile for Express Entry pool.

Based on factors like age, work experience, education, proficiency in English or French, connections in Canada and more, your profile gets CRS score. In case you don’t get sufficient score for EE draw, then you can apply to express entry-linked Provincial Nominee Program (PNP). Nominated candidates are awarded with an additional 600 points in their EE score and move them to the front of the line for an ITA.

In the coming year, the admission target for new PRs through the Federal Express Entry program will rise to 85,800, up from 81,400 and the admission target for new PRs through Provincial Nominee Program will rise to 67,800 from 61,000.

“With Canada’s larger targets for 2020 and 2021, there’s always the chance of larger draws and possibly even quicker draws — and that would be great news for Express Entry candidates with lower CRS score.”
