Provincial programs offer alternative to recent Quebec’s immigration reforms
Under the three-year immigration plan, the federal immigration programs, as well as provincial nominee programs both, are slated to welcome 1 new million immigrants in the country as permanent residents by 2021. On the contrary to the immigration plan, recently, the Quebec Skilled Worker Program (QSWP) announced to dismiss thousands of pending applications under new legislation passed by the province’s Coalition Avenir Québec government. As a result, the immigration level in the province is expected to go down by 20 per cent this year.
In total, there are eleven Provincial Nominee Programs for nominating candidates for PR. These PNPs offer alternatives to Quebec’s immigration reforms.
PNP allocations:
Ontario Immigrant Nominee Program (OINP) and the British Columbia Provincial Nominee Program (BC PNP) had Canada’s highest job vacancy rate in the first three months of this year. The total target for this year for OINP and BC PNP set at 6,900 and 6,500 respectively.
Ontario:
According to the previous year record, Ontario issued nearly half of all invitations to OINP’S Express entry linked immigration program. It has three immigration streams which linked with the Federal Express Entry system including, Human Capital Priorities, French-Speaking Skilled Worker and Skilled Trades.

British Columbia:
According to the previous year record, British Columbia issued 3,100 nominations to its BC PNP’s Express entry linked immigration program. Of which, 1,999 went to candidates of BC’s Skilled Worker category, 936 and 165 nominations went to International Graduate Category and International Post-Graduate Category respectively.
Alberta:
The Canadian province, Alberta has set the target for nomination allocation at 6,000 for 2019, of which 2,476 have already been issued as of June 17. The Alberta Immigrant Nominee Program (AINP)’s Express Entry linked immigration Stream issued 3,554 invitations to apply so far in 2019 with ranking scores as low as 300. The scores were comparatively lower than the minimum cut-off drawn through the Express Entry draws so far this year.
Saskatchewan:
The Saskatchewan Immigrant Nominee Program (SINP) released regular draws through its Express Entry and Occupation In-Demand sub-categories. So far in 2019, the total of 898 invitations went to Express Entry candidates, and 1,196 went to candidates in the Occupation In-Demand sub-category through SINP’s draws.
Both Express Entry and Occupation In-Demand require work experience in one of 19 occupations listed as in-demand in Saskatchewan.
Manitoba:
The Manitoba Provincial Nominee Program (MPNP) issued a total of 1,952 nominations so far in 2019. Majority of its nominations went to its streams, Skilled Worker in Manitoba and Skilled Worker Overseas streams.
Nova Scotia:
Nova Scotia invited a large number of immigration candidates through its Labor Market Priorities Stream. Moreover, it has recently introduced a new Occupation in Demand Stream for intermediate-skilled workers with specific work experience.
Prince Edward Island:
Prince Edward Island Provincial Nominee Program or PEI PNP issued a total of 565 invitations so far this year. This immigration program has helped the small island province achieve one of Canada’s highest rates of population growth.
