Vernon, B.C. starts accepting applications for Rural and Northern Immigration Pilot
On February 01, 2020, Vernon, a small city in British Columbia became the fourth community to start accepting applications from foreign nationals through the Rural and Northern Immigration Pilot (RNIP) for Canadian permanent residence. The government launched the Rural and Northern Immigration Pilot (RNIP) to spread the benefits of economic immigration to smaller communities of the country. RNIP is a community-driven program that allows the entry of skilled foreign workers who are interested in living in one of its participating communities. In total it has 11 participating communities, and candidates need a valid job offer for a full-time permanent job in any of the following participating communities.

- Altona/Rhineland, Manitoba
- Sault Ste. Marie, Ontario
- Vernon, B.C.
- North Bay, Ontario
- Sudbury, Ontario
- Timmins, Ontario
- Thunder Bay, Ontario
- Moose Jaw, Saskatchewan
- Claresholm, Alberta
- West Kootenay (Trail, Castlegar, Rossland, Nelson), British Columbia

Applying for permanent residence through Vernon
A candidate first needs to fulfill the federal eligibility requirements to qualify for the RNIP in Vernon
A candidate must secure a minimum Canadian Language Benchmark (CLB) of level five in English or French and have a valid job offer with an hourly wage of at least $25 per hour. A candidate must complete his profile on the webpage of the participating community.
Similar to Federal Express Entry system, all profiles are evaluated against each other based on Vernon’s Comprehensive Ranking System (VCRS). VCRS includes human capital factors like age, and language skills, job offer, connection to the community to determine the potency of the candidate to integrate and stay in the community.
In total, there are 100 points in the assessment grid, and previous work experience, education, property in Vernon enhances the score of the candidate. Moreover, points are also awarded for travelling to the city, and for having driver’s licence or permit or family connections in the city.
On fulfilling the federal and community eligibility criteria, applications of candidates will get placed into the pool. A committee will accept applications for the pilot up to the last day of every month and offer ten recommendations per month to best-fit candidates based on VCRS. Remaining candidates will put back to the pool for up to three months from the date of application. After three months, candidates need to re-apply for the pilot
Vernon, B.C. is allowed to provide 100 recommendations only for each year of the RNIP. All candidates who are currently living, studying or working in the city have a golden opportunity to bypass the wage requirement. The committee will nominate up to 10 % of candidates having a job offer with a wage ranging between $20 and $24.99, as long as the VCRS score exceeding 65 points.
Candidates applying outside Canada need to appear for 15 to 30-minute interview via video-conference, and those who are currently available in the city may need to appear for an in-person interview, at the committee’s option.
